Road projects in the pipeline for Adelanto

ADELANTO — A slew of planned infrastructure upgrades comprise the city's to-do or wish list as marked in its capital improvement plan.

Saying last week there was $3 million in unencumbered funds for such improvements, City Engineer Tom Thornton outlined the plan to the City Council.
At Highway 395 and Seneca Road, just over $2 million is planned to be spent on a traffic signal installation, roadway widening including drainage and 28 feet of pavement repair and a raised diverter median on the highway, Thornton said.
At Highway 395 and Mojave Road, the site of the Towne Center which once had hopes of drawing Target, costs for traffic signal modifications and widening have risen from $3.7 million to roughly $4.5 million as construction and permit requirement fees have jumped.
In August, the Council agreed to use $447,534 from Measure I funds to fill at least some of the gap in the boosted price tag. While there is no guarantee off-site improvements will ultimately attract businesses to the city's potential second major shopping center, officials have hinted that upgrades there will help.
Meanwhile, Rancho Road rehabilitation is in its first phase, including repair from Adelanto to Bellflower roads. The $1.5 million project is designed, but there isn't yet funding available for it. Future phases include rehabilitation on Rancho Road from Bellflower to west of Koala Road, according to a copy of Thornton's presentation.
The much-anticipated widening of Highway 395, where $54 million of the $483 million project being administered by San Bernardino Associated Governments will be spent in Adelanto, is in the right-of-way acquisition stage. Environmental studies are complete and the city has reviewed early construction plans from Caltrans, according to the presentation.
Expected to be "completed for beneficial use" in 2017, the project will add one lane in both directions on the highway between Palmdale and Bartlett roads.
Other projects in the more distant future include rehabilitation on Bartlett Road and also Racoon Road from Air Expressway to Yucca Road, and installing a signal at Bellflower and Mojave roads.
Thornton told the Council they could also prioritize certain projects, in particular if city leaders preferred to more quickly address deteriorating roads on the city's north side.
