The California State Water Resources Control Board on Saturday refined its draft framework tiers for achieving a statewide 25 percent reduction in water use through February.
Local urban water suppliers are being given target cutback amounts ranging from 20 percent to 36 percent, according to the adjusted framework tiers. The city of Adelanto Water Department, operated by PERC Water, must cut 20 percent; Victorville Water District and Golden State Water Co. in Barstow 28 percent; Hesperia Water District, Phelan Pinon Hills Community Services District and San Bernardino County Service Area 70 (including Oak Hills) 32 percent, and Apple Valley Ranchos Water Co. and San Bernardino County Service Area 64 (Spring Valley Lake) 36 percent.
Final regulations are expected to be set on May 5 or 6.
Reduction tiers are based on the reported gallons-per-person per day consumed within each designated urban water supplier service area.
Small water suppliers — generally those with fewer than 3,000 service connections — are holding to previously established guidelines. They are to limit outdoor irrigation to no more than twice weekly or institute measures that achieve a 20 percent reduction in use according to an emergency regulation that went into effect March 27.
The State Water Board can enforce its regulations through warning letters and cease-and-desist orders to stop non-compliant activity, which may be accompanied by fines of up to $10,000 daily for the water supplier.
Local officials said last week that the proposed cutback amounts will be tough to implement after years of practicing water conservation in the High Desert.
