But low voter turnout is not the only recent impact to ballot initiatives. Senate Bill 202, passed in 2011, pushes all initiatives and referenda to November general elections every two years in lieu of appearing on primary election ballots.
“Voter turnout rates are certainly much higher in general elections, than primary elections,” Dupree said. “In turn, it is clear that SB 202 will ensure that more voters will have their say on the propositions.”
Yet Dupree pointed out that critics argue that initiatives will be given less scrutiny on more crowded ballots and that “more informed” or “attentive” voters are diluted with only marginally committed voters and those less knowledgeable on issues.
